Narrative:

While on the ravnn arrival into bwi; we had made the restriction of 250 and 11;000 ft at billt (sp). We were then cleared to navvy on the ravvn arrival in preparation for a visual approach to runway 10. We queried the controller whether or not he still needed 250 for the speed. At this point; he gave us a crossing restriction of 4000 ft at navvy; and said that speed was our discretion in order to make that restriction. We kept the speed at 250 since it was time to descend in order to meet the restriction. A hand off was made from this particular controller to the next approach controller. As we were approaching 6000 ft; the controller asked our altitude. We told him approaching 6000 ft to make the restriction at 4000 ft at navvy. He told us to level at 6000 ft because we were supposed to have leveled off at 7000 ft. We leveled off at 6000 ft and continued with the rest of the descent into runway 10 at bwi

Title: B737 flight crew reports being issued a crossing restriction of 4000 FT. Upon frequency change a subsequent Controller advised the flight had been cleared to 6000 FT.
