Narrative:
Snowplow on runway 10-28 crossed runway 4-22 after acknowledging to hold short. Because of visibility 1/4 mi or less, the plow was not in sight from the tower. During the time the plow was told to hold and was seen on the other side of runway 4, 1 atx departed and 1 landed on runway 4. Ground and local were combined because of staffing.

Title: VEHICLE CROSSED ACTIVE RWY WITHOUT ATC CLRNC. RWY INCURSION.
Narrative: SNOWPLOW ON RWY 10-28 CROSSED RWY 4-22 AFTER ACKNOWLEDGING TO HOLD SHORT. BECAUSE OF VISIBILITY 1/4 MI OR LESS, THE PLOW WAS NOT IN SIGHT FROM THE TWR. DURING THE TIME THE PLOW WAS TOLD TO HOLD AND WAS SEEN ON THE OTHER SIDE OF RWY 4, 1 ATX DEPARTED AND 1 LANDED ON RWY 4. GND AND LCL WERE COMBINED BECAUSE OF STAFFING.
