Small aircraft X was taxiing to secondary runway was told to hold short of primary. Air carrier Y was cleared for takeoff on the primary runway, small aircraft X xed the primary runway approximately 3660 from departure end. The air carrier Y started an early rotation to avoid the small aircraft X.

Narrative: SMA X WAS TAXIING TO SECONDARY RWY WAS TOLD TO HOLD SHORT OF PRIMARY. ACR Y WAS CLRED FOR TKOF ON THE PRIMARY RWY, SMA X XED THE PRIMARY RWY APPROX 3660 FROM DEP END. THE ACR Y STARTED AN EARLY ROTATION TO AVOID THE SMA X.
