Flying at 10000' en route to apf. ATC instructed us to leave 10000' for 9000' with pilots discretion to 4000'. I responded, leaving 10000' for 4000'. Crossing through 5500' ATC advised that we should have been level at 6000' due to traffic. This report stresses the need for controllers to listen to readbacks.
