Narrative:

Reporter proceeding east on 80 degree right at 9500'. En route from psp to sjn, reporter tried to obtain flight following but ZLA was too busy to provide it due to heavy traffic out of psp because of convention in palm springs. The first approach facility reporter could contact was phx approach, who advised reporter to call yuma approach when reporter arrived at his destination. Reporter may or may not have penetrated restr airspace, but reporter attempted to fly V16 and may have drifted off course due to strong xwinds. Reporter tried to call lax ARTCC but they were too busy to provide flight following. Reporter did not realize he could have called yuma approach, but at the time reporter did not realize that yuma approach provided sep for VFR aircraft fling near yuma restr airspace. En route charts should provide yuma approach frequencys on en route charts. There is a footnote-a on VFR operations on V16 mon-sat XA00-XT00 stating that all aircraft operating along V16 shall operate at 2000' MSL or lower or 5500' MSL or higher. Reporter operating along V16 was operating at 9500' MSL. Minimum en route altitude is 6000' MSL. Footnote-a on commercial low altitude en route chart should also include yuma approach control. Reporter was unaware that yuma approach zealously guards the outer most fringes of its restr airspace.

Narrative: RPTR PROCEEDING E ON 80 DEG R AT 9500'.
