Narrative:

Here at bdl we work arrs and departure for orh. We work all types of aircraft form large transport's on down to the VFR types. The problem we are encountering is the poor radar coverage we have at orh. However ZBW and bos approach control both have radar coverage almost to the runway, while we lose radar 3 mi west at 3000' MSL. Orh is located 44 mi northeast of bdl's radar antenna. We feel there is a very good possibility for a near midair collision in this area because of the lack of radar coverage and poor service we can provide in this area; however, if ZBW or bos could acquire this airspace, a much safer operation could be conducted.

HOWEVER ZBW AND BOS APCH CTL BOTH HAVE RADAR COVERAGE ALMOST TO THE RWY, WHILE WE LOSE RADAR 3 MI W AT 3000' MSL. ORH IS LOCATED 44 MI NE OF BDL'S RADAR ANTENNA. WE FEEL THERE IS A VERY GOOD POSSIBILITY FOR A NMAC IN THIS AREA BECAUSE OF THE LACK OF RADAR COVERAGE AND POOR SVC WE CAN PROVIDE IN THIS AREA; HOWEVER, IF ZBW OR BOS COULD ACQUIRE THIS AIRSPACE, A MUCH SAFER OPERATION COULD BE CONDUCTED.
