Narrative:

Aircraft was on ILS to burbank airport over budde fix (fix located at van nuys airport). During final check and reconfiguring for aircraft for landing I noticed a small aircraft at approximately 11 O'clock position (proceeding right to left) approximately 300' below. He may have been transiting area but feel that he was in traffic pattern for van nuys airport. Traffic pattern altitude there is 1700'. I believe there should be some coordination between the two airports when making an ILS approach to burbank. Van nuys could then advise traffic pattern aircraft to adhere to appropriate altitudes and be aware that we'll be on the localizer for runway 8 (G/south also).

Narrative: ACFT WAS ON ILS TO BURBANK ARPT OVER BUDDE FIX (FIX LOCATED AT VAN NUYS ARPT).
