Narrative:

We departed portland on runway 10L, cleared the portland 4 SID. I (captain) was PF the leg. Climbing through 1000' AGL, I called 'cutback' and the first officer made a power reduction. We were cleared to department control. Upon passing approximately 2000' MSL, the first officer grabbed the yoke and made a shove nose down. My first thought was a problem with hydraulics. I then noticed his hands on the controls and that he was looking outside at about the one O'clock position. In my blind spot, the metal support between the windscreen and first side window, I observed two light aircraft rapidly approaching just above our altitude. The first officer pushed over to stop our climb, the two light aircraft passed over us with about 50' vertical sep. These light aircraft were operating in the arsa, west/O any communication or transponder. They were crossing an IFR departure corridor just at the air traffic area. Portland radar indicated not painting any traffic as we had described. However, the next sector north of our position did begin painting primaries flying in what appeared to be formation. The small aircraft appeared to be the ultralight pwred type. According to the FAA, FSDO in portland, both pilots (ultralight) had minimal instruction, were not familiar with basic VFR regulations, were flying into clouds and not aware of portland airport IFR traffic. Had we not pushed over to stop climb, we would have collided.

Title: NMAC.

THE F/O PUSHED OVER TO STOP OUR CLB, THE TWO LIGHT ACFT PASSED OVER US WITH ABOUT 50' VERT SEP. THESE LIGHT ACFT WERE OPERATING IN THE ARSA, W/O ANY COM OR XPONDER. THEY WERE XING AN IFR DEP CORRIDOR JUST AT THE ATA. PORTLAND RADAR INDICATED NOT PAINTING ANY TFC AS WE HAD DESCRIBED. HOWEVER, THE NEXT SECTOR N OF OUR POS DID BEGIN PAINTING PRIMARIES FLYING IN WHAT APPEARED TO BE FORMATION. THE SMALL ACFT APPEARED TO BE THE ULTRALIGHT PWRED TYPE. ACCORDING TO THE FAA, FSDO IN PORTLAND, BOTH PLTS (ULTRALIGHT) HAD MINIMAL INSTRUCTION, WERE NOT FAMILIAR WITH BASIC VFR REGS, WERE FLYING INTO CLOUDS AND NOT AWARE OF PORTLAND ARPT IFR TFC. HAD WE NOT PUSHED OVER TO STOP CLB, WE WOULD HAVE COLLIDED.
