Narrative:

My flight X, was cleared to land runway 28L at sfo. On landing roll out tower advised 'exit high speed, contact ground point 8.' we were unable, due to high speed, to make the high speed intersection. I advised my first officer to notify tower that we were unable. The frequency was tied up by the tower advising an air carrier large transport Y that had landed on runway 28R to 'cross runway 28L and contact ground on the other side.' the large transport Y turned in front of my ship and I was forced to use hard brakes to avoid a collision. The controller assumed we could make the high speed and xed the air carrier large transport Y in front of us. He could have avoided the situation if he said 'make the high speed, if unable advise.' callback conversation with reporter revealed the following information. Callback conducted to elicit additional information. Reporter indicated that although they did not land long, they were maintaining high speed on the ground, anticipating being able to clear adjacent to their parking area at the north terminal area. At the time they (light transport X received the clearance to exit at the high speed, they were very close to it (taxiway juliet) at a speed of about 40 KTS. The first officer did not acknowledge the instructions to clear at the high speed, as the reporter quickly intervened, asking the first officer to report 'unable'. The commuter flight crew maintained a high speed on the ground, continuing to anticipate exiting adjacent to the north terminal. The air carrier large transport Y was xed at taxiway kilo, approximately 3100' further down the runway. Subsequent review between reporter and tower supervisor indicated that the matter would not be pursued. The tower supervisor indicated that training was in progress in the tower at the time of the incident.

Title: GND CONFLICT BETWEEN COMMUTER LTT X AND ACR LGT Y AS SFO.

Narrative: MY FLT X, WAS CLRED TO LAND RWY 28L AT SFO. ON LNDG ROLL OUT TWR ADVISED 'EXIT HIGH SPD, CONTACT GND POINT 8.' WE WERE UNABLE, DUE TO HIGH SPD, TO MAKE THE HIGH SPD INTXN. I ADVISED MY F/O TO NOTIFY TWR THAT WE WERE UNABLE. THE FREQ WAS TIED UP BY THE TWR ADVISING AN ACR LGT Y THAT HAD LANDED ON RWY 28R TO 'CROSS RWY 28L AND CONTACT GND ON THE OTHER SIDE.' THE LGT Y TURNED IN FRONT OF MY SHIP AND I WAS FORCED TO USE HARD BRAKES TO AVOID A COLLISION. THE CTLR ASSUMED WE COULD MAKE THE HIGH SPD AND XED THE ACR LGT Y IN FRONT OF US. HE COULD HAVE AVOIDED THE SITUATION IF HE SAID 'MAKE THE HIGH SPD, IF UNABLE ADVISE.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CALLBACK CONDUCTED TO ELICIT ADDITIONAL INFO. REPORTER INDICATED THAT ALTHOUGH THEY DID NOT LAND LONG, THEY WERE MAINTAINING HIGH SPD ON THE GND, ANTICIPATING BEING ABLE TO CLR ADJACENT TO THEIR PARKING AREA AT THE N TERMINAL AREA. AT THE TIME THEY (LTT X RECEIVED THE CLRNC TO EXIT AT THE HIGH SPD, THEY WERE VERY CLOSE TO IT (TXWY JULIET) AT A SPD OF ABOUT 40 KTS. THE F/O DID NOT ACKNOWLEDGE THE INSTRUCTIONS TO CLR AT THE HIGH SPD, AS THE REPORTER QUICKLY INTERVENED, ASKING THE F/O TO RPT 'UNABLE'. THE COMMUTER FLT CREW MAINTAINED A HIGH SPD ON THE GND, CONTINUING TO ANTICIPATE EXITING ADJACENT TO THE N TERMINAL. THE ACR LGT Y WAS XED AT TXWY KILO, APPROX 3100' FURTHER DOWN THE RWY. SUBSEQUENT REVIEW BTWN RPTR AND TWR SUPVR INDICATED THAT THE MATTER WOULD NOT BE PURSUED. THE TWR SUPVR INDICATED THAT TRAINING WAS IN PROGRESS IN THE TWR AT THE TIME OF THE INCIDENT.
