Narrative:

Called an FSS for 'standard IFR briefing' W95 to agc. Route of flight was 'W95-tyi-...' received complete outlook, en route WX, depart WX, destination WX, etc and 'no flight precautions, NOTAMS, etc. Note route of flight would cross northern corner of R-5306A. Did not file because of uncertainty of lift off time and fuel quantity. Queried FSS about filing via radio, and they suggested 122.3 MHZ on hatteras. Contacted new bern radio 122.3 at pattern altitude over W95 and filed for stop over ric (for fuel). Was not receiving tyi so I filed from ewn. I told FSS I would pick up the plan at ewn and they advised contacting cherry point approach 'in the vicinity of ewn.' I proceeded toward ewn climbing to 6500' at approximately 20 DME ewn. I contacted cherry point at approximately 25-30 DME and stated our intentions to open the plan. They advised at approximately 20 DME that R-5306A had just recently gone active and that we had entered it. I do not understand how an IFR briefing could not mention an active restr area so close to an uncontrolled field. The flight plan and control would have to be picked up in flight. I further do not understand how FSS could be advised we were intending to proceed direct ewn from W95 and not mention an active area. (Unless they knew the area to be inactive and cherry point's information was a few mins delayed). Finally, I do not understand my failure to specifically verify the status of the restr area. Although I believe that either FSS contact should have provided information on an active area, I did not assure that in either case. I will surely do that in the future.

(UNLESS THEY KNEW THE AREA TO BE INACTIVE AND CHERRY POINT'S INFO WAS A FEW MINS DELAYED). FINALLY, I DO NOT UNDERSTAND MY FAILURE TO SPECIFICALLY VERIFY THE STATUS OF THE RESTR AREA. ALTHOUGH I BELIEVE THAT EITHER FSS CONTACT SHOULD HAVE PROVIDED INFO ON AN ACTIVE AREA, I DID NOT ASSURE THAT IN EITHER CASE. I WILL SURELY DO THAT IN THE FUTURE.
