Narrative:

While on pipeline patrol I was passing through L75 traffic pattern 2 mi south of the airport. We had just terminated stage III service with lake charles approach and they advised us of departing traffic from L75 at 12 O'clock and 2 mi. We saw the traffic and were maintaining visibility sep. That aircraft was well clear. As we crossed extended centerline of runway 15 there was another small aircraft passing underneath our aircraft. I then saw traffic at 3:30-4 O'clock, approximately 800' off starboard side and would pass approximately 100' behind us at our 6 O'clock position. I then began to descend to 200' and turn away from the aircraft. I raised my wing to see his position and saw him diving and turning to follow me at my 6 O'clock position. We tried radio communication and received no reply. Then the aircraft turned and proceeded southbound. We left the area. I am familiar with the aircraft and their takeoff procedure at this airport. They depart in sequence and usually have 1-2 aircraft rolling on departure on the runway in trail, one behind the other, and have no more than 500-1000' sep between them. Frequently they make no radio traffic calls. I believe that proper departure procedures would lead to better safety and facility fewer events that could be fatal.

Title: NMAC.

Narrative: WHILE ON PIPELINE PATROL I WAS PASSING THROUGH L75 TFC PATTERN 2 MI S OF THE ARPT. WE HAD JUST TERMINATED STAGE III SVC WITH LAKE CHARLES APCH AND THEY ADVISED US OF DEPARTING TFC FROM L75 AT 12 O'CLOCK AND 2 MI. WE SAW THE TFC AND WERE MAINTAINING VIS SEP. THAT ACFT WAS WELL CLR. AS WE CROSSED EXTENDED CENTERLINE OF RWY 15 THERE WAS ANOTHER SMA PASSING UNDERNEATH OUR ACFT. I THEN SAW TFC AT 3:30-4 O'CLOCK, APPROX 800' OFF STARBOARD SIDE AND WOULD PASS APPROX 100' BEHIND US AT OUR 6 O'CLOCK POS. I THEN BEGAN TO DSND TO 200' AND TURN AWAY FROM THE ACFT. I RAISED MY WING TO SEE HIS POS AND SAW HIM DIVING AND TURNING TO FOLLOW ME AT MY 6 O'CLOCK POS. WE TRIED RADIO COM AND RECEIVED NO REPLY. THEN THE ACFT TURNED AND PROCEEDED SBND. WE LEFT THE AREA. I AM FAMILIAR WITH THE ACFT AND THEIR TKOF PROC AT THIS ARPT. THEY DEPART IN SEQUENCE AND USUALLY HAVE 1-2 ACFT ROLLING ON DEP ON THE RWY IN TRAIL, ONE BEHIND THE OTHER, AND HAVE NO MORE THAN 500-1000' SEP BTWN THEM. FREQUENTLY THEY MAKE NO RADIO TFC CALLS. I BELIEVE THAT PROPER DEP PROCS WOULD LEAD TO BETTER SAFETY AND FAC FEWER EVENTS THAT COULD BE FATAL.
