Narrative:
Engine surge (repeatedly) followed by loss of power (right engine). Determination was made that engine power was insufficient. Due to low altitude and proximity to airport; decision was made to shut down and secure engine per engine inoperative after takeoff procedures. ATC was notified and a return for landing was accomplished.
