Narrative:

Approximately 2 mins after takeoff (takeoff at pm:23Z) from runway 26R at ontario, ca, on the pom 4 departure, turning right to proceed direct pom as published, departure control (125.5) advised us (aircraft 1) of traffic at 11 O'clock. I visly acquired aircraft #2 at left 11:30 position and directed the PF, the copilot first officer 'continue the right turn!, continue the right turn!' we avoided aircraft #2 by approximately 200'. We continued the turn and climbed to avoid collision. Departure control gave no directive commentary to avoid collision. Aircraft #1 flight crew used see and avoid to preclude a merged pilot. Captain of aircraft #1 queried ont departure why they didn't turn us, departure advised that small aircraft (aircraft #2) was directed to turn 3 mi earlier, but did not.

CAPT OF ACFT #1 QUERIED ONT DEP WHY THEY DIDN'T TURN US, DEP ADVISED THAT SMA (ACFT #2) WAS DIRECTED TO TURN 3 MI EARLIER, BUT DID NOT.
