Narrative:

After departing runway 8 in sju; I turned left to the standard assigned departure heading of 330. Shortly thereafter I was handed to sju departure. Upon checking in with the departure controller and climbing through 900 feet; I was told there was traffic to my left headed eastbound. I lowered the nose to look for traffic. No more than a few seconds later departure assigned me a left turn to a heading of 280 of which I complied with. Shortly after passing through 1;100 feet departure told me to stop my climb. I abruptly stopped my climb and leveled off at 1;200 feet and continued to look for the traffic. Departure then asked me if tower had warned me of the potentially conflicting traffic; to which I responded I don't recall but I don't think so. The departure controller then asked me if I saw the traffic to which I responded no. The controller then asked me how far he was above in altitude. I told him I was 1;200 feet; and I heard the conflicting aircraft verify his altitude at 1;500 feet with sju tower before I switched to departure; so probably 300 feet vertical separation. I believe the conflicting aircraft departed from sig; a satellite airport to sju to the west on the northern shore. The pilot was attempting to transition through sju's airspace. The sju tower controller had asked the conflict aircraft 3 or 4 times to verify his altitude. The pilot seemed as if he spoke poor english and did not understand what the controller was asking. Finally; after the pilot verified his altitude I was handed to sju departure. To the best of my recollection I was not warned of the potentially conflicting aircraft before being handed off.
