Narrative:

Runway 4L was in use. Small transport X was holding short of the 4L to taxi to runway 14R. Asked local control if I could cross and looked and saw no traffic on runway 4. He said go. I told the small transport X to cross. Small transport X said he would wait for the traffic landing. Local controller later said he didn't say 'go,' he said 'no.' supplemental information from acn 155496: runway 4L was active. Unbeknown to ground control, I had traffic landing runway 22R. Ground asked to cross runway 4L. I urgently replied 'no!' ground told his traffic to cross runway 4L. Many thanks to the alert small transport X pilot who saw the landing traffic and didn't cross.

Narrative: RWY 4L WAS IN USE. SMT X WAS HOLDING SHORT OF THE 4L TO TAXI TO RWY 14R. ASKED LCL CTL IF I COULD CROSS AND LOOKED AND SAW NO TFC ON RWY 4. HE SAID GO. I TOLD THE SMT X TO CROSS. SMT X SAID HE WOULD WAIT FOR THE TFC LNDG. LCL CTLR LATER SAID HE DIDN'T SAY 'GO,' HE SAID 'NO.' SUPPLEMENTAL INFO FROM ACN 155496: RWY 4L WAS ACTIVE. UNBEKNOWN TO GND CTL, I HAD TFC LNDG RWY 22R. GND ASKED TO CROSS RWY 4L. I URGENTLY REPLIED 'NO!' GND TOLD HIS TFC TO CROSS RWY 4L. MANY THANKS TO THE ALERT SMT X PLT WHO SAW THE LNDG TFC AND DIDN'T CROSS.
