Narrative:

Vehs crossing while aircraft departing, vehs crossing while aircraft on landing rollout, vehs crossing while no aircraft in/outbnd (none had crossing clearance). Runway 13R closed for resurfacing (through 12/90). Construction vehs of all sorts--pickups, dump trucks, cement mixers, etc, etc--all operating on runway 13R. Runway 18 intersects both 13 parallel runways. Runway 18 full length available 6145'. Batching plant, where cement, etc is mixed, has been located southwest of the intersection of 13R/18. Numerous vehs must cross runway 18 on runway 13R. Safety rep in charge of construction vehs. We must coordinate for use of runway 18 since airport management agreed that we would hold 18 in an inactive status and vehs could cross when they needed to--unless we required use of 18. Today, repeated calls to safety rep were fruitless. No response, no acknowledgement. Unable to contact safety rep on the radio to have him hold the construction vehs. Repeated attempts. Unable to guarantee the runway status clear of vehs, which in effect, closed runway 17 to aircraft, refused numerous 18 departure requests during this period. As an option, requested that the last 1000' of 18 be closed by the city so that we could at least use 18 for some arrival aircraft. Suggestion refused by a.T. Manager as well as city. Am departures can an have been worked off of runway 13L, but especially since no communications have been possible with the safety rep.
