Narrative:

While relieving the controller on [sector] to begin training I witnessed the controller on position assign an altitude below the MVA to aircraft X. Not sure of the call sign. If this wasn't an issue nationally I wouldn't mention it. They were departing dwh northwest bound and assigned VFR at 015 outside of class B for crossing traffic. I don't know what crossing traffic.recommendation: thorough verbal briefing from a supervisor qualified and knowledgeable about 7110.65.
