Narrative:

On 8/xx/90, I was conducting a biannual flight review. Upon completion of flight maneuvers in the practice area I instructed the applicant to return to the airport and demonstrate a few touch and go lndgs. He contacted the tower and was given runway 7L for his touch and goes. I was distraction to some degree as the applicant was having some control problems due to a 12 KT x-wind from the right. He lined up on the runway with a nice crab and descended to a fairly nice T/D. This is when it dawned on me that we had just touched down on a newly added, and newly paved taxiway which is just north of runway 7L. This new taxiway is more distinctive and contrasting since it is newly paved and the runway is not. The following touch and goes were conducted on the north runway with no problem. At the completion of the flight we were invited to the tower and talked to the controller. He informed us they were having a lot of these occurrences; 4 in the last 4 days; and that was just since they started keeping record. He also felt the reason for this was because of the taxiway being so much more distinct being new. The controller requested my license number and name which I gave him as I feel as an instrument I should have caught this sooner to prevent this. I feel this will continue to happen until something is done to eliminate the dominant appearance of the taxiway. The tower personnel are aware they have a problem but so far no answer. I might add that I have been flying at this field for approximately 7 yrs and I am very familiar with the airport so what about pilots who are not.

Title: ACFT LANDED ON A TXWY.

HE LINED UP ON THE RWY WITH A NICE CRAB AND DSNDED TO A FAIRLY NICE T/D. THIS IS WHEN IT DAWNED ON ME THAT WE HAD JUST TOUCHED DOWN ON A NEWLY ADDED, AND NEWLY PAVED TXWY WHICH IS JUST N OF RWY 7L. THIS NEW TXWY IS MORE DISTINCTIVE AND CONTRASTING SINCE IT IS NEWLY PAVED AND THE RWY IS NOT. THE FOLLOWING TOUCH AND GOES WERE CONDUCTED ON THE N RWY WITH NO PROB. AT THE COMPLETION OF THE FLT WE WERE INVITED TO THE TWR AND TALKED TO THE CTLR. HE INFORMED US THEY WERE HAVING A LOT OF THESE OCCURRENCES; 4 IN THE LAST 4 DAYS; AND THAT WAS JUST SINCE THEY STARTED KEEPING RECORD. HE ALSO FELT THE REASON FOR THIS WAS BECAUSE OF THE TXWY BEING SO MUCH MORE DISTINCT BEING NEW. THE CTLR REQUESTED MY LICENSE NUMBER AND NAME WHICH I GAVE HIM AS I FEEL AS AN INSTR I SHOULD HAVE CAUGHT THIS SOONER TO PREVENT THIS. I FEEL THIS WILL CONTINUE TO HAPPEN UNTIL SOMETHING IS DONE TO ELIMINATE THE DOMINANT APPEARANCE OF THE TXWY. THE TWR PERSONNEL ARE AWARE THEY HAVE A PROB BUT SO FAR NO ANSWER. I MIGHT ADD THAT I HAVE BEEN FLYING AT THIS FIELD FOR APPROX 7 YRS AND I AM VERY FAMILIAR WITH THE ARPT SO WHAT ABOUT PLTS WHO ARE NOT.
