Narrative:

While I was working combined local controls (lcn and lcs) during a period of sustained heavy traffic. Small aircraft X landed on taxiway a, the parallel taxiway north of runway 25R. After landing, I instructed the pilot of small aircraft X to hold short of runway 25R since I had an aircraft ready for departure. The pilot proceeded to cross runway 25R after being instructed to hold short. I believe that the workload distribution in the cabin attendant contributed to the incident occurrence. No area supervisor was on duty, a controller in charge handled the watch. I was assigned to work both local controls, a ground controller was assigned with light traffic and a controller was assigned to flight data/clearance delivery with virtually no traffic. The controller in charge did not work a position, but worked a crossword puzzle. There needs to be more realistic planning and discipline while staffing the positions. For one local controller to work 123 operations in one hour invites distraction away from the runways while scanning for inbound traffic.

AFTER LNDG, I INSTRUCTED THE PLT OF SMA X TO HOLD SHORT OF RWY 25R SINCE I HAD AN ACFT READY FOR DEP. THE PLT PROCEEDED TO CROSS RWY 25R AFTER BEING INSTRUCTED TO HOLD SHORT. I BELIEVE THAT THE WORKLOAD DISTRIBUTION IN THE CAB CONTRIBUTED TO THE INCIDENT OCCURRENCE. NO AREA SUPVR WAS ON DUTY, A CTLR IN CHARGE HANDLED THE WATCH. I WAS ASSIGNED TO WORK BOTH LCL CTLS, A GND CTLR WAS ASSIGNED WITH LIGHT TFC AND A CTLR WAS ASSIGNED TO FLT DATA/CLRNC DELIVERY WITH VIRTUALLY NO TFC. THE CIC DID NOT WORK A POSITION, BUT WORKED A CROSSWORD PUZZLE. THERE NEEDS TO BE MORE REALISTIC PLANNING AND DISCIPLINE WHILE STAFFING THE POSITIONS. FOR ONE LCL CTLR TO WORK 123 OPERATIONS IN ONE HOUR INVITES DISTR AWAY FROM THE RWYS WHILE SCANNING FOR INBND TFC.
