Narrative:

We flew the ILS approach to runway 03 into mhk with the first officer (first officer) flying. The ASOS reported light snow. We landed on speed and landing in the TDZ. After landing; the first officer used maximum reverse thrust as briefed earlier in the flight and at 80 knots; he came out of maximum reverse and at 60 knots; came out of reverse. A few seconds after holding the brakes; the first officer advised me that he has no braking authority and that the aircraft was not decelerating. I joined him on the brakes by applying continuous brake pressure; but I didn't get a response either. When I started to see the orange runway lights about to turn to red I gently used the emergency brakes 2-3 times and stopped the airplane on the runway. After few seconds on the runway; I started a quick check of the brakes by moving the airplane slowly forward. When I saw that they were responding we crawled; taxiing to the gate. While doing a post flight inspection we noted the main landing gear tires were damaged and I called maintenance control to disclose the maintenance discrepancy.
