Narrative:

I was cleared by the tower to takeoff and remain in the pattern. During climb out, another aircraft small aircraft Y was cleared by the tower to do a 90 degree left crosswind departure by the tower, which is nonstandard for the airport. It was at night and visibility was 15 mi plus. The other aircraft must have done its left 90 degree left turn just after leaving departure end of runway. We almost collided after I had started my crosswind turn (left). He banked steeply right and I left. We were so close that I passed through his wake and it upset the aircraft. Even though I scanned continually for other traffic, I did not see him. After the incident, he asked the tower about the other aircraft that he came close to (me), and the tower replied something to the effect that the other aircraft was supposed to have positive contact (visibility) with my aircraft before proceeding with the 90 degree left turn, implying that it was the other aircraft's fault.

Title: CLOSE PROX TWO GA SMA ACFT IN TRAFFIC PATTERN AT LGB.

Narrative: I WAS CLRED BY THE TWR TO TKOF AND REMAIN IN THE PATTERN. DURING CLBOUT, ANOTHER ACFT SMA Y WAS CLRED BY THE TWR TO DO A 90 DEG L XWIND DEP BY THE TWR, WHICH IS NONSTANDARD FOR THE ARPT. IT WAS AT NIGHT AND VISIBILITY WAS 15 MI PLUS. THE OTHER ACFT MUST HAVE DONE ITS L 90 DEG L TURN JUST AFTER LEAVING DEP END OF RWY. WE ALMOST COLLIDED AFTER I HAD STARTED MY XWIND TURN (L). HE BANKED STEEPLY R AND I LEFT. WE WERE SO CLOSE THAT I PASSED THROUGH HIS WAKE AND IT UPSET THE ACFT. EVEN THOUGH I SCANNED CONTINUALLY FOR OTHER TFC, I DID NOT SEE HIM. AFTER THE INCIDENT, HE ASKED THE TWR ABOUT THE OTHER ACFT THAT HE CAME CLOSE TO (ME), AND THE TWR REPLIED SOMETHING TO THE EFFECT THAT THE OTHER ACFT WAS SUPPOSED TO HAVE POSITIVE CONTACT (VIS) WITH MY ACFT BEFORE PROCEEDING WITH THE 90 DEG L TURN, IMPLYING THAT IT WAS THE OTHER ACFT'S FAULT.
