Narrative:

Small aircraft X taxied onto runway 23 at gso and attempted to takeoff west/O instructions or clearance. Callback conversation with reporter revealed the following: reporter experience: 5 yrs radar, 12 yrs non radar. Reporter was working ground control. Reporter stated she issued taxi instructions to small aircraft X. When small aircraft X got to the runway he made an unauthorized runway entry/takeoff. The local controller vigilance technique ATC communication tried to stop small aircraft X. Local controller issued a go around to small aircraft Y who was at 1/2 mi final and 200'.
