Narrative:

We had just been handed off from ZOA to fat approach. The first officer was head down switching frequency. A high wing small aircraft appeared at 12 O'clock slightly low. We were descending through 11900' for 11000'. I disengaged autoplt and immediately executed a right turn and a pull up. The small aircraft appeared to be eastbound at 11700'. This was later confirmed by fat approach. We passed behind the small aircraft at approximately 300-400', co-altitude. I instructed the first officer to return to center frequency on VHF #2 while I monitored approach on VHF #1. Approach was skin painting the small aircraft but was not in contact with him. Center advised my first officer that they were not painting him and that there must have been a blind spot. This small aircraft wasn't squawking 1200 above 10000' according to approach control.

Title: CLOSE PROX ACR-LGT GA-SMA NW OF FRA.

Narrative: WE HAD JUST BEEN HANDED OFF FROM ZOA TO FAT APCH. THE F/O WAS HEAD DOWN SWITCHING FREQ. A HIGH WING SMA APPEARED AT 12 O'CLOCK SLIGHTLY LOW. WE WERE DSNDING THROUGH 11900' FOR 11000'. I DISENGAGED AUTOPLT AND IMMEDIATELY EXECUTED A R TURN AND A PULL UP. THE SMA APPEARED TO BE EBND AT 11700'. THIS WAS LATER CONFIRMED BY FAT APCH. WE PASSED BEHIND THE SMA AT APPROX 300-400', CO-ALT. I INSTRUCTED THE F/O TO RETURN TO CTR FREQ ON VHF #2 WHILE I MONITORED APCH ON VHF #1. APCH WAS SKIN PAINTING THE SMA BUT WAS NOT IN CONTACT WITH HIM. CTR ADVISED MY F/O THAT THEY WERE NOT PAINTING HIM AND THAT THERE MUST HAVE BEEN A BLIND SPOT. THIS SMA WASN'T SQUAWKING 1200 ABOVE 10000' ACCORDING TO APCH CTL.
