Narrative:

I was at san carlos airport 6/tue/90 and had to go to sacramento executive airport, northeast of sfo TCA. 1/2 south of the TCA was clear and the other 1/2 had reported ceiling 2200' overcast. The field elevation at san carlos is 02, and I decided to ask for a transition to the northeast through the TCA, which I asked to san carlos tower prior to takeoff. After they took contact with the TCA, they gave me a squawk for my transponder and sfo tower's frequency. After I took off, I was asked to switch onto sfo's frequency. The radar contact was immediate and the controller told me to head northeast at or below 1000'. I was then at 8000' and he gave me some traffic above me to look for. I had already passed san mateo bridge since a few mins when the controller advised me that I was leaving the TCA and I could change frequency (he didn't say to which frequency). It took me a few seconds to realize that I was within the oak arsa and that I was at a maximum of 1 mi from hwd. The controller of hwd told me of when I reported, saying I couldn't enter the air traffic area and arsa west/O advising, but I couldn't do anything else other than following sfo controller's instructions and I couldn't switch frequency to hwd's west/O him telling me to do so. Then she took my aircraft's #, though I was telling her I was with sfo's tower just prior to contacting her on hwd frequency. I think that the sfo controller should have given me that frequency change clearance earlier so that I could contact hwd and/or oak arsa earlier--or at least, he should have let them know that I was transitioning so they knew prior to my arrival (which obviously wasn't the case). I think there has been a lack of communication between that TCA and that arsa.

Title: UNAUTH UNCOORDINATED PENETRATION OF ARSA AND ATA BY SMA PLT ON A TRAINING FLT.

Narrative: I WAS AT SAN CARLOS ARPT 6/TUE/90 AND HAD TO GO TO SACRAMENTO EXECUTIVE ARPT, NE OF SFO TCA. 1/2 S OF THE TCA WAS CLR AND THE OTHER 1/2 HAD RPTED CEILING 2200' OVCST. AFTER THEY TOOK CONTACT WITH THE TCA, THEY GAVE ME A SQUAWK FOR MY XPONDER AND SFO TWR'S FREQ. AFTER I TOOK OFF, I WAS ASKED TO SWITCH ONTO SFO'S FREQ. THE RADAR CONTACT WAS IMMEDIATE AND THE CTLR TOLD ME TO HEAD NE AT OR BELOW 1000'. I WAS THEN AT 8000' AND HE GAVE ME SOME TFC ABOVE ME TO LOOK FOR. I HAD ALREADY PASSED SAN MATEO BRIDGE SINCE A FEW MINS WHEN THE CTLR ADVISED ME THAT I WAS LEAVING THE TCA AND I COULD CHANGE FREQ (HE DIDN'T SAY TO WHICH FREQ). IT TOOK ME A FEW SECS TO REALIZE THAT I WAS WITHIN THE OAK ARSA AND THAT I WAS AT A MAX OF 1 MI FROM HWD. THE CTLR OF HWD TOLD ME OF WHEN I RPTED, SAYING I COULDN'T ENTER THE ATA AND ARSA W/O ADVISING, BUT I COULDN'T DO ANYTHING ELSE OTHER THAN FOLLOWING SFO CTLR'S INSTRUCTIONS AND I COULDN'T SWITCH FREQ TO HWD'S W/O HIM TELLING ME TO DO SO. THEN SHE TOOK MY ACFT'S #, THOUGH I WAS TELLING HER I WAS WITH SFO'S TWR JUST PRIOR TO CONTACTING HER ON HWD FREQ. I THINK THAT THE SFO CTLR SHOULD HAVE GIVEN ME THAT FREQ CHANGE CLRNC EARLIER SO THAT I COULD CONTACT HWD AND/OR OAK ARSA EARLIER--OR AT LEAST, HE SHOULD HAVE LET THEM KNOW THAT I WAS TRANSITIONING SO THEY KNEW PRIOR TO MY ARR (WHICH OBVIOUSLY WASN'T THE CASE). I THINK THERE HAS BEEN A LACK OF COM BTWN THAT TCA AND THAT ARSA.
