Narrative:

Aircraft abx from wright-patterson AFB, oh cleared as filed IFR (ffo cvg V97 hyk hours V333 cha mge dobbins AFB, GA). Departure frequency 118.85 day. Abx departed ffo. Day departure cleared abx to 8000'. Day departure switched me over to cvg approach on 128.7. I contacted cvg and the controller replied. Shortly after the reply I believe he said, 'abx contact cvg on 128.7,' and I replied back 'abx is on 128.7.' I heard some laughter in the background as he was busy talking to several other aircraft. I continued my assigned route thinking he would come back with a frequency change. After crossing cvg and nearly over hyk I contacted the controller and asked when I would get a frequency change. He replied by asking me who I was talking to. Stunned by this reply, I answered that I had talked to him. He denied making contact with me and when told to switch to lex, the lex controller accused me of flying through cvg and lex airspace west/O contacting anyone. I promptly told the controller that this was not true and the cvg controller had forgotten about me. I was then switched to ZID and the flight continued as normal. After returning I contacted the cvg FSDO on 6/fri/90 and asked what can be done about this. I was told that I could contact the ATC supervisor and request the tape to find out if the xmissions were blocked out or what caused the communications breakdown. I contacted the cvg act manager and after reviewing the tapes he told me that day departure gave me the wrong frequency for cvg. When I contacted the cvg controller, he then came back with a frequency change that I didn't confirm. The new frequency was 123.7 and according to the manager I was cut out by another aircraft and the controller wasn't paying attention to my reply. ATC tried to call me on every frequency except the one I was last assigned. They handled the situation as NORDO and according to the ATC manager I did everything right and no far's were violated. The controller will undergo remedial training to pay closer attention to readback.

I HEARD SOME LAUGHTER IN THE BACKGROUND AS HE WAS BUSY TALKING TO SEVERAL OTHER ACFT. I CONTINUED MY ASSIGNED RTE THINKING HE WOULD COME BACK WITH A FREQ CHANGE. AFTER XING CVG AND NEARLY OVER HYK I CONTACTED THE CTLR AND ASKED WHEN I WOULD GET A FREQ CHANGE. HE REPLIED BY ASKING ME WHO I WAS TALKING TO. STUNNED BY THIS REPLY, I ANSWERED THAT I HAD TALKED TO HIM. HE DENIED MAKING CONTACT WITH ME AND WHEN TOLD TO SWITCH TO LEX, THE LEX CTLR ACCUSED ME OF FLYING THROUGH CVG AND LEX AIRSPACE W/O CONTACTING ANYONE. I PROMPTLY TOLD THE CTLR THAT THIS WAS NOT TRUE AND THE CVG CTLR HAD FORGOTTEN ABOUT ME. I WAS THEN SWITCHED TO ZID AND THE FLT CONTINUED AS NORMAL. AFTER RETURNING I CONTACTED THE CVG FSDO ON 6/FRI/90 AND ASKED WHAT CAN BE DONE ABOUT THIS. I WAS TOLD THAT I COULD CONTACT THE ATC SUPVR AND REQUEST THE TAPE TO FIND OUT IF THE XMISSIONS WERE BLOCKED OUT OR WHAT CAUSED THE COMS BREAKDOWN. I CONTACTED THE CVG ACT MGR AND AFTER REVIEWING THE TAPES HE TOLD ME THAT DAY DEP GAVE ME THE WRONG FREQ FOR CVG. WHEN I CONTACTED THE CVG CTLR, HE THEN CAME BACK WITH A FREQ CHANGE THAT I DIDN'T CONFIRM. THE NEW FREQ WAS 123.7 AND ACCORDING TO THE MGR I WAS CUT OUT BY ANOTHER ACFT AND THE CTLR WASN'T PAYING ATTN TO MY REPLY. ATC TRIED TO CALL ME ON EVERY FREQ EXCEPT THE ONE I WAS LAST ASSIGNED. THEY HANDLED THE SITUATION AS NORDO AND ACCORDING TO THE ATC MGR I DID EVERYTHING RIGHT AND NO FAR'S WERE VIOLATED. THE CTLR WILL UNDERGO REMEDIAL TRNING TO PAY CLOSER ATTN TO READBACK.
