Narrative:
Aircraft was southwest of jfk VOR, nebnd on V16 at 5000'. Aircraft Y had departed frg, climbed to 5000' and issued direct jfk, then swbnd on V16. Aircraft Y was then issued a 310 degree heading, which apparently was not heard by the pilot. When the controller saw that this aircraft had not turned, he again issued a 310 degree heading, and a climb to 6000', and turned air carrier X to a 130 degree heading.

Title: ACFT X HAD LESS THAN STANDARD SEPARATION FROM ACFT Y. SYSTEM ERROR.
Narrative: ACFT WAS SW OF JFK VOR, NEBND ON V16 AT 5000'. ACFT Y HAD DEPARTED FRG, CLBED TO 5000' AND ISSUED DIRECT JFK, THEN SWBND ON V16. ACFT Y WAS THEN ISSUED A 310 DEG HDG, WHICH APPARENTLY WAS NOT HEARD BY THE PLT. WHEN THE CTLR SAW THAT THIS ACFT HAD NOT TURNED, HE AGAIN ISSUED A 310 DEG HDG, AND A CLB TO 6000', AND TURNED ACR X TO A 130 DEG HDG.
