Narrative:

Aircraft was cleared to FL180 (requested altitude FL200). Pilot read back FL180. Aircraft climbed through FL180. As soon as I saw FL183 on mode C, I descended and turned the mdt. A second aircraft was at 12 O'clock and 7 mi, southbound (head-on) at FL190. 90 degree turns on both aircraft resulted in 5 mi latitude sep and 300-400' vertical. The mdt pilot said he was cleared to FL200 when I questioned him. Tapes have not been pulled, but pilot was asked to call ZOB quality assurance office (SOP). Since snitch did not go off, this is only being treated as a pilot deviation. Ps: highest mode C was 18600.
