Narrative:

I went to the phx TRACON on 5/thu/90 to precoord photo mission. When I got up on the air on 5/fri/90 I feel that the controllers handoff from approach to departure forgot to detail my mission which was to take photos of downtown scottsdale. The controller told me I was clear to scottsdale airport. I then exited the TCA and flew at the wrong altitude over scottsdale airport and also because of my mission my altitude varied from TCA boundaries while in the TCA as much as 500'. Solution. Better controling and pilot coordination on these flts.

BETTER CTLING AND PLT COORD ON THESE FLTS.
