Narrative:

A small transport and an large transport were inbound to pdx on the helens 1 arrival from sea. Large transport was in-trail of the small transport approximately 10-15 mi. I gave small transport a restriction to cross kalma at and maintain 10000'. Small transport wa level at 13000' and the pilot reported leaving 13000'. Large transport was level at FL190. Was told to descend and maintain 13000'. Small transport was told to report leaving 11000'. After a period of time small transport reported leaving 11000'. At this time I told the small transport to contact pdx approach, and told the large transport to cross kalma at and maintain 11000' at 250 KTS. Mode C was lost on large transport at approximately 15300'.

AFTER A PERIOD OF TIME SMT RPTED LEAVING 11000'. AT THIS TIME I TOLD THE SMT TO CONTACT PDX APCH, AND TOLD THE LGT TO CROSS KALMA AT AND MAINTAIN 11000' AT 250 KTS. MODE C WAS LOST ON LGT AT APPROX 15300'.
