Narrative:

Aircraft X was descending into grr airport. Aircraft Y was departing btl westbound. Aircraft X was originally cleared to 9000', but the sparta controller called the kelog controller and told him to stop aircraft X's descent at 13000'. The kelog controller acknowledged the request, but he failed to issue the new clearance. When aircraft X checked on frequency, the sparta controller was busy on a landline and failed to catch the 'descending to 9000'' readback. An operational error occurred at 12000' at this base.

Title: ARTCC DEVELOPMENTAL CTLR FAILED TO PROVIDE STANDARD SEPARATION BETWEEN A DESCENDING INBOUND ACFT AND CLIMBING OUTBOUND ACFT.

Narrative: ACFT X WAS DSNDING INTO GRR ARPT. ACFT Y WAS DEPARTING BTL WBND. ACFT X WAS ORIGINALLY CLRED TO 9000', BUT THE SPARTA CTLR CALLED THE KELOG CTLR AND TOLD HIM TO STOP ACFT X'S DSNT AT 13000'. THE KELOG CTLR ACKNOWLEDGED THE REQUEST, BUT HE FAILED TO ISSUE THE NEW CLRNC. WHEN ACFT X CHKED ON FREQ, THE SPARTA CTLR WAS BUSY ON A LANDLINE AND FAILED TO CATCH THE 'DSNDING TO 9000'' READBACK. AN OPERROR OCCURRED AT 12000' AT THIS BASE.
