Foreign air carrier X was direct arbez. Climbing to FL310. Air carrier Y departed fai on a heading 175 - later changed to 185 until receiving tka, then proceed direct. The aircraft missed by 3 mi and 1000 ft.

Title: DEVELOPMENTAL CTLR PERCEPTION JUDGEMENT OF TFC SPACING ACR X HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: FOREIGN ACR X WAS DIRECT ARBEZ. CLBING TO FL310. ACR Y DEPARTED FAI ON A HDG 175 - LATER CHANGED TO 185 UNTIL RECEIVING TKA, THEN PROCEED DIRECT. THE ACFT MISSED BY 3 MI AND 1000 FT.
