Narrative:

I landed at msp on runway 29L west/O landing clearance. WX was marginal IFR with thunderstorm in the local traffic area. Traffic was heavier than normal at msp due to congestion on runway 29R. Effective runway length 5600' and no ILS approach available. An emergency was in progress, an large transport with hydraulic failure. Approach seemed to be giving a lot of attention to this aircraft. We were given a final vector and cleared for a visibility approach to runway 29L. The aircraft to reacquire the G/south. The x-wind was strong from the north at 15 with gusts to 25. My first officer was brand new to the aircraft and our company. It was his first week on duty. Approach did not tell us to contact tower. Both pilots also forgot to contact them due to multiple distrs.

EFFECTIVE RWY LENGTH 5600' AND NO ILS APCH AVAILABLE. AN EMER WAS IN PROGRESS, AN LGT WITH HYDRAULIC FAILURE. APCH SEEMED TO BE GIVING A LOT OF ATTN TO THIS ACFT. WE WERE GIVEN A FINAL VECTOR AND CLRED FOR A VIS APCH TO RWY 29L. THE ACFT TO REACQUIRE THE G/S. THE X-WIND WAS STRONG FROM THE N AT 15 WITH GUSTS TO 25. MY F/O WAS BRAND NEW TO THE ACFT AND OUR COMPANY. IT WAS HIS FIRST WK ON DUTY. APCH DID NOT TELL US TO CONTACT TWR. BOTH PLTS ALSO FORGOT TO CONTACT THEM DUE TO MULTIPLE DISTRS.
