Narrative:

Before departing IFR in poor WX I received an amended clearance only reflecting a frequency change. I took off flying runway heading. There was no communication with tower through 1000'. I called and was told to stand by. No communication again through 3500'. When I called again, was handed off to bay approach 134.5. Bay approach was confused as to why I was on the runway heading. I explained that this was in my clearance. Bay then turned me toward my destination and told me to stand by again. They explained that the tower told me to fly a different heading after takeoff. Subsequent investigation with oakland tower showed that an amended clearance was given to oakland tower. This was during a shift change and the controller never changed the strip to reflect changes in clearance. Controllers do make mistakes too.

Title: ATX SMT NOT PASSED CLRNC AMENDMENT BY OAK TWR.

Narrative: BEFORE DEPARTING IFR IN POOR WX I RECEIVED AN AMENDED CLRNC ONLY REFLECTING A FREQ CHANGE. I TOOK OFF FLYING RWY HDG. THERE WAS NO COM WITH TWR THROUGH 1000'. I CALLED AND WAS TOLD TO STAND BY. NO COM AGAIN THROUGH 3500'. WHEN I CALLED AGAIN, WAS HANDED OFF TO BAY APCH 134.5. BAY APCH WAS CONFUSED AS TO WHY I WAS ON THE RWY HDG. I EXPLAINED THAT THIS WAS IN MY CLRNC. BAY THEN TURNED ME TOWARD MY DEST AND TOLD ME TO STAND BY AGAIN. THEY EXPLAINED THAT THE TWR TOLD ME TO FLY A DIFFERENT HDG AFTER TKOF. SUBSEQUENT INVESTIGATION WITH OAKLAND TWR SHOWED THAT AN AMENDED CLRNC WAS GIVEN TO OAKLAND TWR. THIS WAS DURING A SHIFT CHANGE AND THE CTLR NEVER CHANGED THE STRIP TO REFLECT CHANGES IN CLRNC. CTLRS DO MAKE MISTAKES TOO.
