Narrative:

After landing at mlb runway 9R ground control issued instructions, 'taxi cross 4.' the instructions were non standard and incomplete. After arriving at the intersection of runway 4 and the taxiway the ground controller said, 'hold short,' followed by, 'expedite taxi.' meanwhile a twin, aircraft Y, was departing runway 4 (which is a short, normally not used runway, and was not advertised on ATIS as being in use). Between the confusion of being told to hold short then expedite taxi I crossed the hold short line but did not enter the runway.
