Narrative:

While proceeding on J80 toward etx on the 249 course, ZNY gave us a 30 degree right-hand turn and told us we were 3 mi left of course, and we were conflicting with other traffic also at our altitude (passing approximately FL220 or 230 in climb). Our cockpit indications had shown us on course, but the course indicator was unsteady and varying +/- 1/2-1 DOT. When we told ATC about the wavering course, he asked 2 other aircraft, who confirmed that there was variation showing on their equipment, as well. It may be a good idea to have etx VOR flight checked.
