Narrative:

Upon acceptance of the position I noticed two active military blocks affecting the sector. One had the usual paper work; including the effective dates; altitudes and point of contact (poc). The other block did not have the corresponding paperwork. I asked the flm (front line manager) for the corresponding paperwork. The flm called the military operations liaison; in their absence the call was automatically forwarded to traffic management unit (tmu) who assumes responsibility. Tmu had no knowledge of the airspace block; and had no poc to communicate with. Tmu's suggestion was to wait until two hours for the military operations liaison to arrive at work. In the event any aircraft needed to transition this airspace; there would be no way to contact the controlling authority. I believe an unsafe environment was caused due to lack of proper notification. Tmu has no knowledge; military liaison is one person in a 24/7 enroute center. Ensure a military operations employee is available on shifts to disseminate all pertinent activities to the workforce. If tmu is going to assume responsibility in the military operation personnel's absence; then they must be qualified to do so; and truly assume responsibility.

Title: ZNY Center Controller could not find out the status of Special Use Airspace because there was not a Military Liaison Specialist on duty.
