We had cleared 16R on papa on a clearance of cross 16C; hold short 16L. We were approaching 16C at over 15 knots ground speed when tower started a transmission. Here's a transcript from memory.tower: 'flight abc; new plan for you ------------'raas: 'approaching one six left!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!'tower: '------hold short.'captain (heavily on the brakes): 'I couldn't hear that; are we holding short?'first officer: 'I don't think so; I think I heard it;' 'tower; confirm left on 16C; go to M; 16L hold short?'captain: (still braking)tower: 'affirm; left on 16C; right on mike; hold short 16L.'captain: 'thanks for being able to hear that through the raas; sure wish I could.'the raas caused this event. If there were no raas; we would not have been rolling at 15 knots across an active runway's hold short line while wondering if tower's new clearance; which was addressed to us and included the words 'hold short'; meant for us to hold short of the runway that only emergency braking could have stopped us short of.this kind of raas [distraction] happens to me about once a month. Please get rid of it.
