Narrative:

Aircraft X turned the wrong direction onto taxiway a; towards the approach end of runway 14L instead of approach end of runway 32R. I noticed this and informed the ground controller. They informed the pilot and he was going to attempt to make a 180 on taxiway a. He was unable to; and the ground controller approved the aircraft to cross the runway 32R hold short lines and make a right turn from A6 to A5. I never approved this as the local controller; and I had control of runway 32R.do not certify personnel who are not properly prepared or qualified to work the position.

Title: CMI Tower Controller reported of an aircraft that turned the wrong way on a taxiway. The Ground Controller instructed the pilot to do a 180; which had the aircraft turning onto a runway which was not under Ground Control's control.
