Narrative:

My aircraft departed from gate at fat and began to taxi to runway 29L. Night time conditions with clear skies and good visibility. It was necessary to give fat ground control several calls before we were issued taxi clearance. This was due to the ground controller giving IFR/VFR clrncs on the ground frequency. There is a separate clearance delivery frequency but this position was combined on ground control. As we taxied from the gate, an small aircraft was also taxiing southeast bound on taxiway papa towards runway 29L. Due to background lights we did not see the small aircraft as it approached my aircraft from 10 O'clock position. As I approached taxiway tango, from the airline ramp, I checked for other traffic converging but did not see the small aircraft. Then my attention was momentarily diverted inside the aircraft for a required checklist call. I was inside the aircraft for only one second, when I returned my gaze outside I saw the small aircraft pull in front of me and turn onto taxiway tango. The small aircraft appeared to be taxiing at an excessive rate of speed. I immediately applied braking to avoid a collision and the aircraft passed within approximately 50' of my aircraft. Ground control never issued any control instructions to insure sep or any warnings to either aircraft. Ground control, at the time, was busy trying to enter a flight plan for a GA aircraft. My opinion is that ground controller did not know his priorities and instead of insuring traffic sep he focused his attention on entering a flight plan (something that FSS should have done). No injuries or damage occurred to any person or object.

I IMMEDIATELY APPLIED BRAKING TO AVOID A COLLISION AND THE ACFT PASSED WITHIN APPROX 50' OF MY ACFT. GND CTL NEVER ISSUED ANY CTL INSTRUCTIONS TO INSURE SEP OR ANY WARNINGS TO EITHER ACFT. GND CTL, AT THE TIME, WAS BUSY TRYING TO ENTER A FLT PLAN FOR A GA ACFT. MY OPINION IS THAT GND CTLR DID NOT KNOW HIS PRIORITIES AND INSTEAD OF INSURING TFC SEP HE FOCUSED HIS ATTN ON ENTERING A FLT PLAN (SOMETHING THAT FSS SHOULD HAVE DONE). NO INJURIES OR DAMAGE OCCURRED TO ANY PERSON OR OBJECT.
