Narrative:

Flight arrived lrd and was met and parked by ground crew signal man. 45 min later, arrived and was parked and fueled, and we visly noted their south location. We noted that light transport Z also arrived and was parked to the south of our aircraft approximately 100'. After fueling the FBO towed our aircraft onto the cargo ramp. Mr Z stated to first officer and me that he did not grant permission to pilots or FBO to move the aircraft to this location. We noticed that the light transport Z had moved around us to the north on the ramp by approximately 75'. First officer performed the preflight walk-around before our aircraft was loaded. At this time the light transport Y had not been moved to its final position. We performed our cockpit check and began taxi keeping clear of the light transport Z on our left, and after moving approximately 75' northeast, we encountered a very slight noise and both myself and first officer thought we had hit a pair of chocks or other debris on the ramp. We stopped the aircraft. First officer went out to ascertain the cause of the sound. As he walked around to the right side of our aircraft, he had noted the light transport Y's close proximity from our wingtip (approximately 3'). After shutting down and securing the aircraft and upon inspection of this incident, I noted a slight scrape on our right dle. At that point, we started the left engine and cycled the flaps and dle twice to ascertain normal travel and then looked over the light transport Y and observed the paint scraped approximately 2' long and a skin crease midway of the nose section and on the side 1/4' deep. I then phoned operations and reported the incident to supervisor. He then phoned dir of operations and dir of maintenance and dir of operations released the aircraft for flight at my discretion. After exchanging information with the crew and speaking with ground crew we once again proceeded to taxi for takeoff for mem with an intermediate fuel stop or yip. Note: lighting is non-existent on the cargo ramp facility at lrd. A heavy transport was parked 100' ahead and to the east of our aircraft. I recommend portable lighting be commissioned at that facility (as in elp) to avoid such further incidents, as well as FBO to notify all companies that parking permission and location of aircraft be reported to company to avoid a recurrence of this type. I do not feel any lack of professionalism on the part of first officer due to the thoroughness he exercises in the discharge of his duties. Anyone could have missed this aircraft on walk-around or when clearing right to taxi. Under part 830.2 NTSB, no report of this incident is required. I have, however, filed a NASA safety report on ground lighting at lrd. As you can tell from my clear record and from speaking with first officer, this incident was not a result of any careless or reckless action on my part.

Title: ATX LTT HIT A PARKED ACFT TAXIING AWAY FROM THE CARGO RAMP AT LRD.

Narrative: FLT ARRIVED LRD AND WAS MET AND PARKED BY GND CREW SIGNAL MAN. 45 MIN LATER, ARRIVED AND WAS PARKED AND FUELED, AND WE VISLY NOTED THEIR S LOCATION. WE NOTED THAT LTT Z ALSO ARRIVED AND WAS PARKED TO THE S OF OUR ACFT APPROX 100'. AFTER FUELING THE FBO TOWED OUR ACFT ONTO THE CARGO RAMP. MR Z STATED TO F/O AND ME THAT HE DID NOT GRANT PERMISSION TO PLTS OR FBO TO MOVE THE ACFT TO THIS LOCATION. WE NOTICED THAT THE LTT Z HAD MOVED AROUND US TO THE N ON THE RAMP BY APPROX 75'. F/O PERFORMED THE PREFLT WALK-AROUND BEFORE OUR ACFT WAS LOADED. AT THIS TIME THE LTT Y HAD NOT BEEN MOVED TO ITS FINAL POS. WE STOPPED THE ACFT. F/O WENT OUT TO ASCERTAIN THE CAUSE OF THE SOUND. AS HE WALKED AROUND TO THE R SIDE OF OUR ACFT, HE HAD NOTED THE LTT Y'S CLOSE PROX FROM OUR WINGTIP (APPROX 3'). AFTER SHUTTING DOWN AND SECURING THE ACFT AND UPON INSPECTION OF THIS INCIDENT, I NOTED A SLIGHT SCRAPE ON OUR R DLE. AT THAT POINT, WE STARTED THE L ENG AND CYCLED THE FLAPS AND DLE TWICE TO ASCERTAIN NORMAL TRAVEL AND THEN LOOKED OVER THE LTT Y AND OBSERVED THE PAINT SCRAPED APPROX 2' LONG AND A SKIN CREASE MIDWAY OF THE NOSE SECTION AND ON THE SIDE 1/4' DEEP. I THEN PHONED OPS AND RPTED THE INCIDENT TO SUPVR. HE THEN PHONED DIR OF OPS AND DIR OF MAINT AND DIR OF OPS RELEASED THE ACFT FOR FLT AT MY DISCRETION. AFTER EXCHANGING INFO WITH THE CREW AND SPEAKING WITH GND CREW WE ONCE AGAIN PROCEEDED TO TAXI FOR TKOF FOR MEM WITH AN INTERMEDIATE FUEL STOP OR YIP. NOTE: LIGHTING IS NON-EXISTENT ON THE CARGO RAMP FAC AT LRD. A HVT WAS PARKED 100' AHEAD AND TO THE E OF OUR ACFT. I RECOMMEND PORTABLE LIGHTING BE COMMISSIONED AT THAT FAC (AS IN ELP) TO AVOID SUCH FURTHER INCIDENTS, AS WELL AS FBO TO NOTIFY ALL COMPANIES THAT PARKING PERMISSION AND LOCATION OF ACFT BE RPTED TO COMPANY TO AVOID A RECURRENCE OF THIS TYPE. I DO NOT FEEL ANY LACK OF PROFESSIONALISM ON THE PART OF F/O DUE TO THE THOROUGHNESS HE EXERCISES IN THE DISCHARGE OF HIS DUTIES. ANYONE COULD HAVE MISSED THIS ACFT ON WALK-AROUND OR WHEN CLRING R TO TAXI. UNDER PART 830.2 NTSB, NO RPT OF THIS INCIDENT IS REQUIRED. I HAVE, HOWEVER, FILED A NASA SAFETY RPT ON GND LIGHTING AT LRD. AS YOU CAN TELL FROM MY CLR RECORD AND FROM SPEAKING WITH F/O, THIS INCIDENT WAS NOT A RESULT OF ANY CARELESS OR RECKLESS ACTION ON MY PART.
