Narrative:

The captain was flying from phx to iah cugar 4 arrival. They held us to FL230 and gave us a descent clearance approximately 25 DME from crossing 10000' at 250 KTS at hoagi intersection. We descended at approximately 5000 FPM to get there and accommodate ATC. We told them around 16000' we were going to be a bit high at hoagi and all that was asked was, 'what is your rate of descent?' we replied, 'coming up on 5000 FPM now'. We crossed hoagi at 10300 at 260 KTS. The controller didn't say anything, it wasn't helping us crossing high.

Title: ACR MLG FLT CREW UNABLE TO COMPLY WITH CROSSING RESTRICTION ON STAR.

Narrative: THE CAPT WAS FLYING FROM PHX TO IAH CUGAR 4 ARR. THEY HELD US TO FL230 AND GAVE US A DSCNT CLRNC APPROX 25 DME FROM XING 10000' AT 250 KTS AT HOAGI INTXN. WE DESCENDED AT APPROX 5000 FPM TO GET THERE AND ACCOMMODATE ATC. WE TOLD THEM AROUND 16000' WE WERE GOING TO BE A BIT HIGH AT HOAGI AND ALL THAT WAS ASKED WAS, 'WHAT IS YOUR RATE OF DSCNT?' WE REPLIED, 'COMING UP ON 5000 FPM NOW'. WE CROSSED HOAGI AT 10300 AT 260 KTS. THE CTLR DIDN'T SAY ANYTHING, IT WASN'T HELPING US XING HIGH.
