Narrative:

Cho tower does not open at night when this incident occurred. I taxied in small transport X to runway 03 while air carrier medium large transport Y taxied to runway 21. Medium large transport Y was getting his clearance and release from ZDC 124.25. I transmitted on tower frequency 124.5 that I was taking runway and departing runway 03. Halfway through takeoff roll, medium large transport Y broadcast on tower frequency that he was departing runway 21. I transmitted 'hold it, hold it' and continued taking off. I could see that he stopped short of the runway as I flew over the departure end of runway 03. Monitoring the tower frequency on unicom (if no tower) is essential for safe operation in uncontrolled airspace. Supplemental information from acn 137160: medium large transport Y was released to report airborne and no reported traffic. Medium large transport Y transmitted in the blind once again on both cho tower and unicom that we were taking off runway 21 in cho. Upon turning to face down runway 21 in position, two lights suddenly came on about a mile down the runway coming straight at us. The departing twin turboprop X continued rolling and took off over us approximately 200'. (We could not clear runway.) we made our takeoff and reported to ZDC. The departing twin X checked in after we did to pick up an IFR clearance to teterboro (and off runway 3 at cho). Our inquiry to ATC was that the X was VFR with no flight plan. Thank goodness we were taxiing slower and the numerous calls prevented us from rolling into an accident.

Narrative: CHO TWR DOES NOT OPEN AT NIGHT WHEN THIS INCIDENT OCCURRED. I TAXIED IN SMT X TO RWY 03 WHILE ACR MLG Y TAXIED TO RWY 21. MLG Y WAS GETTING HIS CLRNC AND RELEASE FROM ZDC 124.25. I XMITTED ON TWR FREQ 124.5 THAT I WAS TAKING RWY AND DEPARTING RWY 03. HALFWAY THROUGH TKOF ROLL, MLG Y BROADCAST ON TWR FREQ THAT HE WAS DEPARTING RWY 21. I XMITTED 'HOLD IT, HOLD IT' AND CONTINUED TAKING OFF. I COULD SEE THAT HE STOPPED SHORT OF THE RWY AS I FLEW OVER THE DEP END OF RWY 03. MONITORING THE TWR FREQ ON UNICOM (IF NO TWR) IS ESSENTIAL FOR SAFE OPERATION IN UNCONTROLLED AIRSPACE. SUPPLEMENTAL INFORMATION FROM ACN 137160: MLG Y WAS RELEASED TO REPORT AIRBORNE AND NO REPORTED TFC. MLG Y XMITTED IN THE BLIND ONCE AGAIN ON BOTH CHO TWR AND UNICOM THAT WE WERE TAKING OFF RWY 21 IN CHO. UPON TURNING TO FACE DOWN RWY 21 IN POSITION, TWO LIGHTS SUDDENLY CAME ON ABOUT A MILE DOWN THE RWY COMING STRAIGHT AT US. THE DEPARTING TWIN TURBOPROP X CONTINUED ROLLING AND TOOK OFF OVER US APPROX 200'. (WE COULD NOT CLEAR RWY.) WE MADE OUR TKOF AND REPORTED TO ZDC. THE DEPARTING TWIN X CHECKED IN AFTER WE DID TO PICK UP AN IFR CLRNC TO TETERBORO (AND OFF RWY 3 AT CHO). OUR INQUIRY TO ATC WAS THAT THE X WAS VFR WITH NO FLT PLAN. THANK GOODNESS WE WERE TAXIING SLOWER AND THE NUMEROUS CALLS PREVENTED US FROM ROLLING INTO AN ACCIDENT.
