Narrative:

Flight (non stop normally) pdx-sel assigned a relief captain and F/east due to a scheduled fuel stop in anchorage due to winds/passenger/cargo load. Relief crew to be in cockpit for takeoff and landing. Before aircraft taxied, the passenger in business class (2/3 full or better) 'spread out and built nests' in business class seats assigned for crew rest. Aircraft has no crew rest facility. Used F/a's to explain to passenger. When business class is so full the crew should be assigned seats in first class for adequate rest and privacy. The company is assigning first class to company business travelers but not the pilots responsible for a safe operation. Priorities mixed up! And lack of adequate crew rest facility for international operation. This flight 13:05 hours.
