Air carrier X assigned 10,000' on contact. Traffic was called at 11,000 small transport Y. Air carrier X said he had the aircraft in sight. After passing small transport Y, air carrier X climbed to 10,900 without clearance. When questioned, the pilot indicated he was correcting back to 10,000'. Halo was in place on small transport Y estimate distance at that point 4.7 mi.

Narrative: ACR X ASSIGNED 10,000' ON CONTACT. TFC WAS CALLED AT 11,000 SMT Y. ACR X SAID HE HAD THE ACFT IN SIGHT. AFTER PASSING SMT Y, ACR X CLIMBED TO 10,900 WITHOUT CLRNC. WHEN QUESTIONED, THE PLT INDICATED HE WAS CORRECTING BACK TO 10,000'. HALO WAS IN PLACE ON SMT Y ESTIMATE DISTANCE AT THAT POINT 4.7 MI.
