Narrative:

Operating as captain, receiving initial line check, as flight xx air carrier X between washington dulles and atl. Our aircraft was large transport. The anti-skid was inoperative with an appropriate qxi (maintenance to flight crew notification re: restr operation) on our dispatch release, which was complied with according to our MEL. The visibility was reported as 25 mi in atl, according to ATIS. A night landing was made on runway 26R, using anti-skid inoperative braking technique. We exited the runway at bravo 1, as instructed. An air carrier Y large transport was observed to our right, presumable on hotel. No specific taxi instructions were issued, although we were overridden twice by the tower's transmitter, the instructions to hold short of runway 26L were all we heard. There instructions were also acknowledged twice. We proceeded east on taxiway bravo. Our landing lights were turned off as a courtesy to other landing aircraft (a memo had just been issued by the chief pilot's office reminding airmen of this courtesy). Approximately 100 yds short of bravo 3/bravo 2 intersection. I observed a rapidly moving air carrier Y large transport exiting runway 26R. The aircraft was coming directly toward us. I was certain that they had not seen us yet, and quickly turned all of our landing lights on as I stopped our aircraft. The ar large transport managed to stop, but had passed beyond a position they could turn from. They called their company for a tug to push them back. The tug arrived and moved them far enough for us to taxi. We then continued our taxi to the gate.
