Narrative:
While being vectored to intercept the localizer; our tis gave traffic warning just before we saw a cessna type aircraft pass just underneath; opposite direction. No advisory from controller. I think either the controller was over saturated; or the other airplane did not have an operating transponder. The controller did not say anything to me and I did not report it to him.

Title: Diamond DA40 on IFR vectors has NMAC with an opposite directions Cessna.
Narrative: While being vectored to intercept the LOC; our TIS gave traffic warning just before we saw a Cessna type aircraft pass just underneath; opposite direction. No advisory from Controller. I think either the Controller was over saturated; or the other airplane did not have an operating transponder. The Controller did not say anything to me and I did not report it to him.
