Narrative:

I was working the west low and west high combined radar position at tpa TRACON. An aircraft departed clw requesting an IFR clearance to crg airport. I tagged the aircraft and issued his clearance to maintain 8000'. I was working approximately 7 other aircraft, apches to pie and jet arrs to tpa. Air carrier X, a jet arrival to tpa from the northwest, was descended to 9000' to stay above the IFR aircraft to crg. My attention was diverted to change the airport information because of a runway change at pie when I went to call traffic between the 2 aircraft and noticed the small transport at 8900'. I then asked his altitude. He reported 9000'. He was descended to go under air carrier X. Upon listening to the tape the aircraft had read back his clearance to climb and maintain 9000'. I did not remember hearing this. I was decertified and given a systems error.

ACR X, A JET ARR TO TPA FROM THE NW, WAS DESCENDED TO 9000' TO STAY ABOVE THE IFR ACFT TO CRG. MY ATTN WAS DIVERTED TO CHANGE THE ARPT INFO BECAUSE OF A RWY CHANGE AT PIE WHEN I WENT TO CALL TFC BETWEEN THE 2 ACFT AND NOTICED THE SMT AT 8900'. I THEN ASKED HIS ALT. HE REPORTED 9000'. HE WAS DESCENDED TO GO UNDER ACR X. UPON LISTENING TO THE TAPE THE ACFT HAD READ BACK HIS CLRNC TO CLIMB AND MAINTAIN 9000'. I DID NOT REMEMBER HEARING THIS. I WAS DECERTIFIED AND GIVEN A SYSTEMS ERROR.
