Narrative:

Relieved newly checked out controller. One of the aircraft he was working was mlt X, who he had descending to 11,000' (our bottom altitude) and said he was about to hand aircraft off to gso approach for lower altitude for aircraft to enter vr 093. I said I'd take care of it. The data block blinked to handoff to ZTL but I took it back. I manually handed aircraft off to gso approach and switched aircraft to them. Atlanta called me a little later and asked what mlt X was doing in their airspace at 11,000'. I looked and gso approach had never descended the aircraft. I was busy and when I handed the aircraft to gso approach I had assumed they would descend him long before he got near atlanta's airspace. They had not.
