Narrative:

We were level at 14;000 feet and told to cross VOR ZZZ at 11;000 feet. The correct altitude was entered into both the altitude selector and the FMS for the crossing restriction. Pilot flying failed to arm VNAV and pilot monitoring didn't notice the unselected mode selection. Upon crossing ZZZ; were given a descent to 6;000 feet. We were still level at 14;000 feet. I then realized we missed the crossing restriction. Both pilots should double check that the correct FMC modes are selected.
