Narrative:

I was the radar approach controller at bis ATC tower. I had the flight progress strip on small transport X that was overflying bis on IFR flight plan at 9000'. Minneapolis ARTCC did not initialize an automated handoff on the aft until it was inside my airspace approximately 1/4-1/2 mi. At the time, there were no aircraft within the range of my radar (45 mi) at any altitude, including center's airspace. This has happened before, and is probably caused by inattn during slow traffic periods.

Title: IFR ACFT ENTERED ADJACENT WITHOUT A HANDOFF.

Narrative: I WAS THE RADAR APCH CTLR AT BIS ATC TWR. I HAD THE FLT PROGRESS STRIP ON SMT X THAT WAS OVERFLYING BIS ON IFR FLT PLAN AT 9000'. MINNEAPOLIS ARTCC DID NOT INITIALIZE AN AUTOMATED HDOF ON THE AFT UNTIL IT WAS INSIDE MY AIRSPACE APPROX 1/4-1/2 MI. AT THE TIME, THERE WERE NO ACFT WITHIN THE RANGE OF MY RADAR (45 MI) AT ANY ALT, INCLUDING CENTER'S AIRSPACE. THIS HAS HAPPENED BEFORE, AND IS PROBABLY CAUSED BY INATTN DURING SLOW TFC PERIODS.
